Charge
Recommend a set of amendments to the Sign Bylaw that would among other things address the following concerns:
- Potential conflicts in the bylaw with the US Constitution and related case law specifically for residentially zoned properties;
- Ability of the Zoning Board of Appeals to grant relief from the literal requirements for signage under the bylaw;
- Potential modification to dimension requirements for freestanding signs in industrial zones;
- Current limitation of one freestanding sign in industrial zones;
- Consideration towards establishing reasonable limit on the number and size of political signs permitted on a single residential lot;
- Review of flag provisions;
- Review of window sign illumination provisions for businesses such as open signs, decorative/string lights, etc.;
- Review of temporary sign provisions;
- Review of general sign permit ZBA review process required under certain sections of bylaw and resulting time delays for applicants;
- Other matters as may be identified by the Selectmen or proposed committee.
